Try reformatting your computer. All this means is your reinstalling winxp to your pc and starting over as if your pc was brand new. Make sure to back up all of your important personal files before doing this because they will be deleted. To reformat in windows insert the winxp disk that came with your computer, reboot, and select the install/setup option once the screen comes back up. to reformat in msdos, type in "c:format" (no quotes) at the dos prompt ... it will ask "are you sure you want to reformat ...etc, etc ..."
I haven't reformatted my pc in ms dos mode since I ran win98 but dos commands haven't really changed much throughout the years. Hope this helps. Good luck.

Make sure you backup all your documents, music, pictures, accounting files, favorites and anything else that you really care about.
You will not be able to "uninstall" xp but you can put in the restore disk or the original XP disk that came with your PC and do a "Clean Install". You will then have to reload all your system drivers and any drivers for other devices you have, plus applications you normally use.
So i guess answering your question, it will only "hurt" if you don't know how to do any of this.

You should reformat your hard drive and reinstall windows yearly, if possible. It will clean out any old, corrupted files - basically getting rid of a few cobwebs.
It is critical to backup all of your music, movies, pictures, documents, etc. before reformatting. Once you reformat, the data is gone forever. The best way to me is to burn them onto DVD disks. You can get a good DVD burner for ~$100 or less and blank 4.7gigabyte DVD+R disks are going for $0.30-0.40 per disk.
Also, be sure to locate all of your program installation disks and all of your hardware drivers (also on installation disks). That includes any add-on hardware & peripherals (printers, scanners, etc...) It would suck to reformat only to find out that you lost your Office 2003 disk.

No, It wouldn't hurt. But you can't "uninstall" Win XP, you will have to format your hard drive. Backup important files first so you don't loose them!

The easiest way to give your computer a fresh start is to format the hard drive and do a fresh, clean install of Windows XP. There's lots of information on how to do this on the internet, or you can consult with the computer manufacturer.
