Open cockpit cars need lateral rearview mirrors because a pilot should know when someone else is on his tail and when to act if someone tries to overtake. And the design of Formula 1 cars and ChampCar race cars doesn't allow a central rear view mirror. It doesn't help the car in an aerodynamic way and it gives no rear visibility.

Nascar does not. they have one inside the car at the top center of the windshield,it is longer than what is in a normal car to give the driver a better view of what is behind him. IRL cars have them on the side of the car..
