Why did Mozilla choose HTML format over XML format to save a user's bookmarks?

Wouldn't XML be easier to use and improve upon in future releases?

Also, since XML is supposed to be the best format to store data, is this Mozilla's big blunder?

It's really not that big a blunder. XML might be the better format just for consistency and to make use of standard tools for parsing, etc. But they've probably got a lot of code already written to handle the existing format so it was cheaper to just keep the old format.

XML is not by default a better standard. You still have to create the standard and adhere to it. So compliance is most important. If you have a compliant custom format you are in better shape than a non-compliant xml format.

Apparently they already had a compliant format and as yet see no benefit in changing.
