Very much so. I am 30 years old and still cannot grow a full beard due to some areas of my face that dont have facial hair yet. On the other hand, a fellow I grew up with and went to school with had a full beard by the time we were in the 10th grade (age 16). It is dependant on genetics- the physical features a person has, including hair (or lack there of), is inherited from the parents. Some groups of people, like those whose ancestors are from northern Europe, or the middle east, have a much greater chance of growing a full beard, and doing so at an earlier age. Your friend should be thankful he has such a minor problem as this. Another friend I grew up with started going bald as a senior in high school, and was nearly bald by the time he was 23 years old.

As for thinking the guy is lying to you, there is an easy way to solve that. Ask to see his drivers license. Dont be nasty or rude, just be fun and silly about it, build up to the request by pointing out that many people have such bad photos on their licenses, show him your and ask to see how bad the pic is on his license. Then you can know for sure how old he is. Also, if he is 19, he should have already graduated from high school, ask if you can see his diploma.

I'm 31 and can't grow one, just a few sparsely placed hairs across my cheeks.....my brother is 33, he grows less facial hair than me. My half-brother had a full beard at 17. Of course, he had a different father (who also has a full beard), so I would dare say this has a little something to do with genetics.

It's very possible. I have known some people that barely needed to shave there entire lives. It's genetics and homones

Yes, very possible...my ex-husband is 25 and he still can't even grow a mustache or side burns. Best wishes

it is possible... and race has nothing to do with it. also age.. does not always factor in either. you said almost no hair.. so he has some. there are sooooo many ways to check his age... especially if you are talking... you have to have common ground. friends.. school.. work... neighbors... some knows this man..
