My cupboard door fell off and I cannot get a bolt thats holding it ( the hinge) off because the bolt head has been reamed out.

Well, not actually seeing it myself, I can offer a couple of solutions:
1.) Take a hammer and a thin, long punch and drive what's left of the screw out through the back side of the cupboard. It's easier too, if you drill a hole in from the opposite side first. Afterwards, buy a wooden dowel a little larger than the screw hole and drill a snug-sized hole for it, (the dowel), and put some wood glue on the dowel and hammer it into the hole almost flush. After a day, take your Dremel tool and carefully grind the remaining tip of the dowel flush to the cupboard surface. Now, just mark where the new hinge hole will be, and pre-drill an undersized pilot hole for the new screw... you're done! (The dowelled hole is stronger than original wood).
2.) If there's enough of the screw shank protruding out from the cupboard face, you can take a Dremel tool, and using a thin cut-off wheel, cut a slot in it to where you can get a straight-slot screwdriver in it and screw it out.
P.S. Don't waste your time with an "Easy-Out" drill bit, they don't work well with screws in wood!

If I can picture in my mind what you're describing, you should be able to use a punch and drive the rest of the bolt through the cupboard side. If you're real mechanical, use a drill bit smaller than the hole in the hasp. I hope this helps. LATER!!!!!!

Hardware stores sell a special screwdriver bit expressly for this purpose.

you will need an easy out...it is a bit for a drill but it dills backwards...what you do is use a regular drill bit to make a hole in the center and then carfully drill it out with the easy out

be sure to hit the bolt and it will come out
