In the state of Florida can a unlicensed person drive a car in a empty parking lot...like a empty school parking lot or somthing liek that without getting a ticket and what not? If you know a site please let me know.

No you have to have your permit and a licensed driver with ya

Report the accident to your insurer and have them deal with your claim. Don't bother with filing a law suit. This should be a last resort option should your insurer deny the claim because you do not have proper coverage.

only if it is a private property like a farm. a parking lot you would not be allowed to drive in.

parking lots are public, no you can't unless you are enrolled in a driver's ed course and abide the requirements of that program
