There is the Cinderella Rule on 16-18 year olds. Slower Traffic does NOT keep right, and watch out for the 3 strikes law (an elderly, Asian woman on a cellphone driving).

16 get license.
but they are thinking of changing that to 18.
which i think would be a great idea! i don't think hs kids should be driving...here in ca there is just too much trouble a driving kid could get in. there is also wayyy too much traffic!!!! higher probability of getting in an accident.
