I am sure that you will. Since the deck is intended as a structural platform for use by humans, its' construction will fall under applicable building codes. Your local zoning office may also have regulations as to "distance from the property line", etc.. Subdivision restrictions may also apply.

All of the abovementioned information can be addressed at your local building inspection office.

According to code...yes. Technically you need a building permit to change the p-trap on your sink.
