Staring isn't a crime. If you feel your safety is at risk, you should call the police, as this is called 'assault'. We all do things that offend others, oftentimes unknowingly.
There is likely a reason for it. Try projecting your self into the ladies frame of mind. Think what shes thinking, and you may arrive at an understanding of her behaviour or your responsibility. Being right is nice, but it isn't whats important here.

Walk past their house with a paper bag over your head. Bring your camera and while hiding behind trees and shrubberies, snap pictures of them. Then run the opposite way down the street and backtrack to your own back door to sneak surrepticiously into your house. If nothing else, it'll freak them out.

Well the police won't do anything first of all and if they are staring at you then you must be looking at them too. Just mind your own business and enjoy your life. They are not breaking the law unless they verbally threaten you or physically attack you. For you to notice them, you must be staring at them too.

Maybe I should'nt ask,but could there be a racist element to this?If not,your neighbour could simply be a bit loopy.There is no point in reporting to the cops,they could'nt do any-thing.

Ignore her, don't even look her way, and always look really happy, it will drive her nuts. Calling the police would be playing right into her hands.

sounds like shes nuts. stay away, and if she causes more problems call the nut house. to come and collect her. its most annoying when Ur minding Ur own business, and all u get is trouble. so i would do as i just mentioned. OK.
