if he doesn't same on the rockets for not making that a priority to make that happen. He has been here long enough andd it should be a job requirement to learn the national langueage of the country you work in. If I was to go to a non english speaking country for work, i would want to learn the language, if for nothing else the need to eat, sleep, bank, bathrooms, would be enough for me to learn the language.

yes. it only takes about 6 months in a country to be able to understand what people are saying. within a year and a half you will be speaking like a local.
