No. It means you have two processors running at 1.66GHz (if we are talking about the Core Duo T2300 model). What this translates to is that you have two processors that can run two different threads at the same time. Windows will divided the processes among the two processors. If an application is multithreaded then it is capable of running on both cores at the same time, which in effect makes it faster but there aren't many applications that are, save for Windows itself.
