According to Wikipedia, Nauru is the only country without an "official" capital city. Although Yaren is the largest settlement and oftened cited as the capital.

Every country has to be run by a government so that it doesn't fall into anarchy. A government has to meet somewhere and wherever that is is the capitol and the city that the capitOl is in is the capitAl

The Vatican? It's only 0.7 miles in area and involves one very large city, so I should think a capital would be impossible.

Postage-stamp countries (Andorra, Vatican city, Liechenstein) have capitols, but they are capital cities themselves, so I don't think they have capitals.
