No, Superman is the figure head it seems, but behind the scenes, who is it making things happen? I think the Justice League is run by Batman and Superman together (or Batman is ultimately in charge).
Now in the old Justice League cartoons, it was definitely Superman since Batman always had Robin to deal with - though Batman was always included in planning.

Actually the Justice League is more of a council that governs itself and follow a set of rules much like a constitution.
