It's more than likely in a state of shock. You can go get a bottle of anti-shock treatment that may help it but it's best when it's used at the time of planting. It's cheap and it won't hurt to try. Better than letting it die.

Depends on how this was done? You plant it from a Pot or did a Truck Planter do this? River Birch grows almost in water. You need to really throw the water to this tree until it get very well established.

The root ball is too tight and the roots can't reach out for moisture or food. Dig it up and open up the root ball. Make sure the hole is big enough and not too deep. Plant it at the same level as it was planted at the nursery.

... water it in the afternoon and morning just the exact amount of water ...then if necessary cover it to protect to a direct sunlight ...maybe this plant will form a new leaves
