I guess it in the Elbow. Your upper arm can provide power, and then the control come from keeping your follow through straight with what you wanting to do. Power is actually used for Breaking. After that Control the key, not blasting balls around. You need some power in your English, only when pulling the cue ball to a new far off position to realign for your next shot.
