Black and Decker refurbishes tools so I would contact them with the model number. That way you would have some type of warranty. Bad battery chargers are a know fire hazard. I'd stay away from a used one or Ebay which many manufacturers don't honor the warranty of even new things sold there.

Ace Hardware, AC Moore, any hardware store. If you cannot afford full price, try your local Craigslist or you can try eBay.
