Maybe try one of those "dessicant bags" to absorb moisture??
Figuring water and oxygen are what tarnishes silver, so, since your china cabinet is not air tight, you cant inject a "gas" into it, (like an inert gas to replace the oxygen), so, lets rule that out :)

Dip silver into a tub lined with aluminum foil add wash soda and tarnish should disappear. You need to foil for a chemical reaction to occur and the silver must touch it.
Try flitz metal polish to give it a long lasting shine-I don't know if this is made to use on things you eat with but it does give long lasting protection.
Vacuum sealers also keep silver from tarnishing just put the pieces in a bag the remove air and seal.

At many of the discounters you will find little felt looking pockets that you place the silver inside. QVC also sells a tarnish prevention system. Also, next time you polish the service, use MR Metal it not only removes the tarnish but it leaves a protectorant that resists tarnishing and slows the process so that you won't have to clean it so often.

About the only thing you may do that I know of is keep them in a Case to protect them. Guess that why a lot of Silver kept like this. IF you could seal your Cabinet and may lay some of those Moisture Absorbing Packs somewhere inside it may help.

If it is antique-I would not chemically treat the silver to prevent tarnish.

Well if you don't use it and just keep it for decoration, a varnish would be good, since it will prevent air oxidising the silver.

as you want to show off try to make cabinet air-tight;
otherwise wrap/cover in cloth, it is exposure to air, OXIDIZATION, that tarnishes
