An oil leak is your problem...and you should be changing your oil every 3,000 miles, not once a year. So your problem is really two-fold: the oil leak, the engine burning up some of the oil in combustion (it takes a small amount every time you fire the car; thus the reason you're supposed to top it up at least weekly), and burnt oil because you ran the stuff in your car for far too long.
Oil is absolutely the most important thing in your car. It lubricates your engine to make sure it doesn't melt, because cast iron AND aluminum do melt at the temperatures a modern engine runs--if nothing else, from the friction of so many metal pieces moving together. If the oil in your car falls below the "fill" level, chances are the engine won't be able to take it up and will seize.
Don't try starting your car again until you get the oil pan full! Without oil, you will seize your engine and you'll have a costly repair bill to get it working again.
Instead, fill the car with oil (as many quarts as it takes to get it to the 'full' mark on the dipstick) and get it to a shop as quickly as you can--driving gently. If you're not certain your car will start (and at your point I wouldn't even try to crank it), hire a flat-bed truck and have it towed to a reputable shop. You're in for a very expensive fix for your car.

Changing the oil once a year is nowhere near often enough. You also need to check the oil level frequently. Every other fuel fillup is a good interval.
All engines will use some oil over time. Older engines tend to use more as they wear. A new engine may get over 5000 miles on a quart of oil while a well-worn engine may only get a few hundred miles on a quart. When the oil level gets down to the low mark on the dipstick, you MUST add more oil.
You may or may not have an oil leak as others have suggested. Some oil is burned just running the engine although in a well maintained engine this is minimal. Oil also evaporates, albeit very slowly. Under typical use, evaporation of a quart of ordinary mineral oil every 4 - 6 months is normal. Synthetic oils evaporate far more slowly than ordinary mineral oils but it is also a consideration. By changing your oil once a year, you are probably losing 2 or 3 quarts just to evaporation alone. This is more than enough to run low on oil and destroy your engine.
Most engines are designed with a safety margin so that running slightly below the low level mark won't cause any harm but you're taking a risk. Eventually the oil level will drop below the level of the pickup tube in the crankcase and then the engine will self destruct in a very short time.
What all this means is that you've probably run your engine too low on oil and have ruined it. A very few engines have a safety switch that will prevent the engine from running if the oil level is too low. In that situation, topping up the oil will get you going again. This is normally limited to critical applications such as aircraft engines or very expensive sports cars or high-end luxury cars.
Unfortunately for you, this is probably not the case and you're going to need an engine overhaul. You also might be able to get a serviceable engine from a junk yard though with a 15 year old vehicle there is a risk there that the former owner was as neglectful as you have been and you'll just get another bunch of problems.
Once you get your car fixed or replaced, check your oil at EVERY fill up and top it off as needed! Get the oil and filter changed every 3000 - 5000 miles or every 3 - 5 months if you don't drive very much.

If you get the oil changed only once a year that could be part of the problem. You are supposed to get it changed every 3 months or 3000 miles, which ever comes first. If it has no oil in it then don't even try to drive it. Add some oil then take it to a garage to get fixed. Also, are you out of gas??? Did you check the battery???
