It isn't about studying "harder, " but studying "better."
Yes, you should get a tutor. You should ask for a tutor who will teach you study skills, using your school coursework as the materials.
Here are some tips for you to use when you study, for now:
1) If you are earning a 75%, that means you have learned 3/4 of the material. You need to figure out what is that 1/4 of the material you don't understand?
2) How can you categorize that material? Is it mostly vocabulary? Sentence/paragraph comprehension? Spelling? Writing?
3) How can you best learn that missing information and/or skills? For example, spelling is drill (practicing the right spelling over and over), and grouping words by similar spelling patterns. Vocabulary is learning how to find a word's meaning, understand that meaning, and use the word correctly.
Believe in yourself, and keep on trying! It CAN happen for you!

As a teacher and professional tutor, I think it would be a great idea to invest in a tutor, especially during the summer. It sounds like you already have done some self assessment, but tutoring services can help you figure out how YOU learn best. Basically, tutoring isn't just get help with an essay, but it's about reviewing, reteaching, and introducting you to the skills that can help you read, organize, and retain information in all your subjects. You don't need a tutor. I think you just need to sit down and study on your own, harder. Now if you were getting below a 70%, that would be a reason to hire a tutor.

you can study on your own, English is not a difficult language as long as you "started" it well. try to read more books in English and study harder on your own. you don´t need a tutor, there are books about anything you wanna know, just look for them yourself. and remember that when YOU find things, you'll never forget them.

Perhaps your campus has tutorial services. I know our school district provides free after school tutoring for those with 75% or below.
