Toronto Area good, Canada is inundated with Bagpipe Bands.
Simon Fraser University being one of the best but that may be too far west for you. Start small first get a Blackwood or Polypenco practice chanter, and get a teacher. Don't buy a music book yet, instructors have their own books they may like to work from and pipe bands can usually get you pretty good deals since they buy in bulk.

I have to discourage you from trying to play a chanter and "teach" yourself. That is the road to nothing but frustration and could ruin a potentially good bagpiper, Here are some good links to bagpipe bands in your area and remember nothing worthwhile is ever easy.

Oh god no, I thought my husband was the only one!!! Be careful if you live in an apartment, I could sooo see murdering a bagpipe playing neighbor. To help you out, though, check in the area for a Scottish or Irish Association that gets together. Someone will either play or know someone who does. Good luck!!
