1. Israel, because they don't honor their alliances (e.g. bombing of the USS Liberty) and often act impulsively in an overly-aggressive manner. I think they would actually use their nuclear weapons without giving it a second thought.
2. North Korea, because they've proven that they don't honor any agreements and that they have no problem with being duplicitous (e.g. getting aid for not developing weapons while secretly developing weapons). Clearly they are determined to develop nuclear weapons, but I'm not so sure they would be willing to use them.
3. The US may pose the greatest threat to North America, since they are the only country that has actually used a weapon comparable to a nuke. They have the means, and they are clearly willing. Will their current policies lead to their use, which presumably would be followed by a counter-attack that would decimate parts of North America?

I am not sure if any governmental entity (a sovereign country), offers the greatest threat. My concern is a terrorist cell gaining access to nuclear weapons,or weapons of mass destruction.
HOWEVER:
Iran - religious fanaticism could overtake good judgment. The country has no means of delivery to North America, other than through infiltration via terrorists.
North Korea - A true hatred toward the Western World has been taught to the citizens and children of North Korea for over 50 years. A combination of fanatic hatred with erratic leadership is cause for worry. North Korea is also making progress toward Long range missiles.
India - the country offers no current threat to North America. However border disputes with Pakistan continues to concern world leaders.
Pakistan - See above, and then combine the plausibility of religious fanaticism gaining political control of the country and of any weapons.
Irael - If push came to shove. Israel would shove (and use any weapon at their disposal). I can't see the current government doing a "first strike" unless provoked.
The mid-east / Southwest Asia. The entire region has been at war with each other for thousands of years. It is part and parcel of their life style. I believe the word "restaint" is unknown in any of the region's language(s).
Once we have countries in the region vying for top nuclear weapon honors -- anything is possible.
Russia - Our current relations would have to suffer very deep divides, and their military/scientific/economic situation would need improvement, before the country would offer serious theat.

ur talking about one giant lump of countries in a continent which has got no general interest in exploiting its neighbour's natural resources by coercive or politcal force. have u read the news or seen it!? Are you a 14 year old too bored to answer or think coz ur so full of it!
Paranoia about other countries capability is what is leading the US to manufacture more nuclear weapons for so call "defense". Is it helping the people and the world? Absolutely not! A few minor group of people are playing games of who is the boss while we all suffer under their administrations. Try to think of something else like protesting the bill for manufacture of weapons thats already too much that we are selling it to other countries, because someone in some company is loaded with luxury while we suffer.

yes there are 2 or 3. the UK witch holdes are nuclear power could backfire at anytime and hurt us.
2.north korea. they have much power invested in there nucks wotch they could send right now as i speak.
3.china. they seem to be our allies but some of there goverment in communist and could shut us down
