The short answer is that they do not. the explanation is that it depends on the performance capability's of the computer and all that you have running at the shutdown and start up of the computer together with what operating system you are using. There are laptops that can out perform some desktop computers and thus have the capability shutting down and starting up faster then a desktop in an ideal situation. Most computers should start up and shutdown about the same desktops and laptops alike if people have their computers properly set up. A tip is that if you don't need to use a program every time the computer is running then it should not be set to load when the computer starts. That will shorten the start up time and shutdown time of the computer. If you have programs running that you are not using it has to be shut down when the computer is going through the shutdown process. Just stop the programs from running at start up that you don't plan to use every time you are using the computer. Don’t run to many programs at once, and uninstall any program that you do not ever use, or plan to use if it was installed when you received your computer, and defragment your drive if it needs to be and you will find that your computer will start up and shut down a lot faster

For the same price laptops are generally not as powerful and fast as desktops. For similar technical specifications the laptop should load just as fast as a desktop. Laptops are known to slow down in response to low batteries or if the CPU gets overly warm.

because the power behind the laptop is a lot less than a pc.
since if you have same power of a pc in the laptop the laptop would proberly cost 2 to 3 times the cost of the pc atleast.

Typically, because the hard drive spindle speed of the notebook computer is slower than the hard drive spindle speed. Notebook computers typically have 4400 rpm HDD's; some may have 7200 rpm HDD's. Desktop computers typically have 5400 rpm (older), 7200 rpm (moderately new), 10,000 or 15,000 rpm (usually SCSI HDD's). :-)
