It depends on your definition of the word "rich". If a person is "smart" in studies, it doesn't ensure him being "smart" in finding a good wife or handling his teenaged daughters.

Well, these are some of the things that I can give to you as answers:

rich as in money
The United States of America, with a GDP of $12,485,725.

rich as in culture
India and China, more than 500 languages and dialects among it's added 3 billion citizens.

rich as in historical treasures
Iraq, having the first human civilization on it's land - "The Mesopotamian civilization of Sumer officially is believed to have begun around 4000-3500 BCE, and ended at 2334 BCE with the rise of Akkad. It was the world's first civilization."-wikipedia

rich in religious interests
Israel and Palestine - a very sacred place for Christians, Muslims and Jews all around the world

rich in happiness
Iceland - a survey reported in Reader's Digest have found out that more than 80% of Icelanders are happy with their life

rich in prosperity
Bhutan - only one recorded number of killing for the past 50 years and the number of tourists are restricted to only a few

rich in total area of land
Russia - 17,075,200 km² (6,592,745 sq mi)

I hope my answer gave you a new perspective on the word "rich" =)

Depends on what you mean. Rich government or higher standard of living?

I don't think it's the U.S. because last I checked our government had a huge deficit. We do have one of the highest standards of living in the world though. We actually have a vast middle class. Some countries do not. They have the very rich and the very poor. This is why I don't understand your question very well.

I cannot say for certain which is the richest country, but from what I have read, Kuwait would have to be in the top 5.

It depends a bit on how you calculate but by per capita, the U.S. is not the richest country in the world. It changes a bit every year, but the richest country in the world, per capita, is usually Luxemburg. I believe right now that Norway is second and the U.S. is third.
