Counter Strike Source?

Hey Everyone, I always play counter strike source, and My latency is always jumpy it could jump from 40--200, I dont know why. I have 3000kb/s internet speed. Soo Iw ould like to find out how to lower latency.

I have a 3.2ghz proccesor
2gb ram
200gb hard drive
256mb ati radeon video card.

this can be caused by many things, if u have any programs running in the background, the location of the server your on, how many people are on it, if the ISP is having any high util problems etc..
best idea would to speak to your isp and see if there is any high util problems.
