It's from "A cry in the dark" with Meryl Streep which is based on a true story in Australia where a dingo (wild Australian do) ate/carried away her baby while they were camping. I think the dog actually broke the baby's neck & just killed it (rather than eating it).

This phrase was then used by Elaine on "Seinfeld" where it became even more famous.

There is this show called "the Tick" it's with this blue superhero guy and it's really funny (and it's not like superman or something) and the tick hits his head and he sees a girl carrying a baby and he says "Dingo ate my baby" it's probably not originally from that show....sorry i wasn't any real help!

But it was originated from the movie 'A Cry in the Dark'. While a women and her family was camping she claimed that a 'Dingo', or 'Dog', stole her baby from their tent.
