It means to take a shot of whatever you drank the night before when you have a hangover, but how did it start to mean this?
Any thoughts?

Nobody knows exactly, but the phrase dates at least back to Shakespeare. It's believed to have come from a time when people believed that if you took a few hairs from a dog that bit you and placed them in the wound it would prevent evil consequences.

In some old wives takes the cure for rabbi's contained hair from the dog that bit you hence , the origin of the phrase.
