I manage townhouses and have the same problem sometimes when tenants move out. The wood on the floor really won't hold much of an odor, if any. You can use bleach, but don't get it too wet and let it dry completely before installing pad and carpet. Once you put in the new pad and carpet, the smell will be gone for sure. Carpet and padding holds 99% of the smell. We usually use a Pine Sol solution on the walls, unless they need paining. Good Luck!

Before you replace the carpets clean the walls from top to bottom with soap and water really good don't use a Strong soap. That should help and then change out your carpet and that should do the job. What also helps with bad scents is lighting a few nice candles.

removing the carpets will probably really help. also change any curtains. otherwise, I always use baking soda. I sometimes have to use a couple of big boxes, and lay out the stuff in pie plates around the room (my house has an ongoing problem with mice dying inside the walls), but it does work and isn't too expensive.

WORKING FOR FIRE DEPT FOR 20 YEARS THEY HAVE A SPRAY THEY USE ON HOMES THAT TAKES 90% OF ALL SMELLS AWAY STOP AND TALK TO THEM ABOUT WHAT TO DO THEY ARE MORE THAN WILLING TO ADVISE YOU . ALSO WHEN WE WOULD GET DEAD THINGS IN HOMES IT WOULD BE LONG TIME TO GET THE SMELL OUT .... ONE OF THE THINGS IVE SEEN USED IS GO TO PRODUCE DEPT BUY FRESH ORANGES SET THEM AROUND HOME WHERE SMELLS ARE THE STRONGEST LEAVE THEM THERE TILL THEY START TO ROT THE ORNGE WILL LEAVE A SMELL AND PEOPLE HAVE TOLD ME THAT THIS ROTTEN SMELL GOES AWAY QUICKLY AND THE OTHER ODORS GO WITH IT ????? MAKE SURE YOU PUT A SMALL DISH OR PAN UNDER THE ORANGES DUE TO THEY CAN STAIN ITEMS SEE YA JFB

try cleaning stuff with water mixed with white vinegar and then with clorox, then clean again with detergent because clorox smell isn't very nice.
after cleaning everything, leave all the windows and doors if you can open , then leave all through the place cups filled, some with baking soda, and others with liquid soap or floor cleaner, leave it for a few days if you can.
i'm not so shure about using clorox on wood, , I would test on a small spot to see if it doesn't damages it.

For cat smells. use vinegar diluted with water in a spray bottle. Spray daily to remove smell, then twice a week to maintain.
There is a commercial product that removes animal smell specifically, but it sounds like you might want to invest in Febreeze. And a steam cleaner.

I might would look further, unless the owner wants to replace the floors. I doubt that you can completely get rid of the smell like that.

baking soda or febreeze. a lot of the smell is probably coming from the carpet and the pad under it. wash whatever you can with a mild solution of bleach.

Home Depot has a product. Also rubbing baking soda in the soiled spots and leave baking soda in an open container in the room.

Wash it from top to bottom, not only will it hopefully get rid of the odor, you'll clean it up and probably get rid of all the bugs.
That sounds disgusting though, people can be so gross.
