I want to shrink them to 96k and put them on my cell phone.

.wma files are already highly compressed. If you want to use them on your cell phone, you usually have to convert them to .mp3 format. There are a number of packages that can do this. You will also need a soundfile editor to cut them down to a size that your phone can deal with unless you have a phone with a removeable memory card that has lots of space on it.

You could change them to a lower bitrate but most phones still don't have enough storage space to hold complete songs.

Get Nero 6 or similar burning software that lets you edit then export the file in whatever format and quality you wish. I have also found that going to Walmart.com and downloading their samples I don't have to change a thing to put them on my cell phone and i can use them as ring tones... all of their samples are 30 seconds and sound good.

just set the bit rate smaller. click on help in windows media player

try turning them into mp3's, do a google and find one, I think X2CD is one. or beside that I dunno .wav files?
