it creates a folder inside the original folder of the same name and when u click on this folder then it opens windows explorer. also whenever i copy any files from my desktop to my laptop through my pen drive, it creates a folder inside the pen drive called DATA ADMINISTRATOR... please help me... i dont know how to remove it...

I would recommend reformatting with the Windows cd-rom and then reinstall your programs again if your antivirus can't remove it. Also, get a firewall, windows firewall doesn't work well enough I understand.

and follow the advice there, also scan your pen drive or reformat it as you may clean the laptop and desktop but if the virus is on your pen drive your just going to re-infect them.

Also it doesnt sound like its a virus but may be a feature of some softeware you have running or am using to move data. Data administrator might just be telling you who moved it i.e you if you are an administrator of the machine. Cant tell without more info and or seeing the problem for myself.

You say you antivirus wont run, what do you use and how do you know itsnot running, what errors are you getting or is it not doing anything, follow the advice on the website then you will at least know if you machines are clean or not and if your antivirus is just broken.

As we do not know what is the Virus installed in the PC and as it is not allowing to run the Virus Scan, I suggest you to backup the important data without wasting anytime so that it may also effect the data stored and format the PC.
I see that is the only option left with us. If we know the name of the Virus installed we could have search any alternate way to remove the Virus.

Please go to the Symantec Virus Removal tool site and download it and run it on your computer. This is the only way you can remove it. But you need to know what type of virus it is.
