It changes every day. It's the time that the sun is setting. Check a site like weather.com to get the exact time every day. Around this time of the year, it's almost 9pm (8:34pm tonight, June 24) but now that it's after the start of summer (the longest day of the year), it will slowly start getting earlier until Daylight savings time.

Check your local listing for sunset. According to a website I found dusk is when the sun is 6 degrees below the horizon.
I knew it was sometime around sunset. In Ohio you are required to have your headlights on one half hour prior to sunset to one half hour after sunrise and during times of inclement weather.
I always assumed dusk was just before sunset.
