wel kulu manali is a hill station in himachal pardesh state and will be nice to visit in sept. There wont be any snow fall at the time. Because it starts som where in Nov/ Dec. There are som other places around manali which u can visit. Budget hotel & good discounted food is available. Good transport facility.

Where as kerala state is very beautiful and u need to decide which all places you would like to viist. It would be raining in sep. So if u dont like rains, please drop the idea of visitin kerala. Kochi and places around it like alleypee are beautiful and must see type. You can take a house boat for 24 hrs for as low as 800 rupees.

You can make a choice now. Wish u a nice trip

In September, visiting Kerala would be a far better option as the monsoon in Kulu-Manali is in its last leg.

Regarding your budget, it won't be fair to compare tourist expenses in just two neighbouring towns, Kullu and Manali of Himachal Pradesh state with the whole of Kerala state!

Anyway, you can optimise very well a decent stay of 7 days @ INR 10,000/= per head for group of atleast 3-4 persons, withinin Kerala, covering 2-3 places.

Last I checked.. August and September is the rainy season. The water level is high, and its off season for Tourists...
The backwaters would be no fun.

Kerala is a beautiful place. But not during the rains.

Kulu Manali would be cooler. Although it wouldnt be snowing, so you just might enjoy it there.. if its too cold, you would anyways come down to the warmer New Delhi.

Kulu Manali is better,but it is very chilly out there and the Himalayas . But according to your Budget it could only be a 4 day tour.

both are good but kerla would be better and 10,000 per head would be enough for 3-5 day trip for 2 people or more. all the world should take a note of it , when you plan to visit heaven on earth must go to kerla , kullu-manali, Kashmir, Goa , Darjeeling is my most favorite place in India.

well if u come to kerala u kud njoy in the biggest festival in kerala, ONAM.
10000 for 7 days........ok if its for jus one person..but otherwise no, u need more than tht.
