A couple things to consider...

Does the drive read CDs?
Do you have the proper drivers installed? (Windows compatible and drivers made by the company that created the drive)
Are you using the correct discs to burn on? (CD-R, CD-RW)
Is the CD-RW you're trying to burn on completely erased? (Full Erase)
Are you using the burning software correctly?
Have you tried a different disc burning software to see if that works?

You have to buy cd-rw or cd-r discs and then use a program like iTunes to burn songs onto it in audio format and make sure to highlight the songs in the playlist you want to burn. You must make a playlist of about 11 songs from your music library first. You probably have the right drivers. To be sure click on add new hardware in the control panel and let it run to Windows Update for the drivers. Or also go to Windows Update in the Tools menu at the top of Internet Explorer and click custom and add any of the updates listed.
