Happy Birthday! I'm Irish and I don't drink to have fun.
I live in the US and a park is a lovely place to have a party.
You could provide the main course and instead of presents, everyone could bring a side dish . In the US, our main dish would be hamburgers and hot dogs, or maybe fried chicken.I hope this helps, you should even have music,Cd's, radio. You'll probably have great fun.
Have a happy 18th!!

Hire a local hall - Church Hall or Village Hall. Choose it carefully so it's the right size.
Decorate it and have a sit down meal, or a buffet depending on budget. Maybe you could go for a theme if that's your thing.
Hire a disco (or whatever they're called these days!) Have a bar serving soft drinks and non-alcoholic cocktails.
Have fun!

How about doing a "How to Host a Murder" or Mystery party and allow your party to set the place. If you know what kind of party you want it might help you figure out location.
Also keep in mind that just because you go to a club or bar doesn't mean you have to drink.

Does your or her church have a social hall? You can decorate it, plan and make the food. If you know her friends, you can ask them for some fun things that the birthday girl might have been involved with and put together a scrapbook.
I hope it works out well.

Take her to six flags amusement park. The backwards roller coaster would be awesome! When you get to the top of the hill, sing Happy Birthday to her. Make a memory fun. Don't be boring but be creative. Have fun...

rent a hall, ballroom, whatever and that way whoever wants to drink can but for those who don't want to drink they don't have to go toa bar. have activities as well so people are distracted from the drinks, keep lots of food and soft drinks on hand.

Have a private party at a hotel. If you do choose to drink, it will be in private and no one will be driving since you can stay right there. Just have a room party.
