The best way to keep cool outdoors is to drink plently of water, do not over work your self in the heat, go swimming, take frequent breaks if doing any work, stand in some shade, take a walk in the woods... etc.

Wear loose cotton clothing. Going topless actually makes you hotter. There is nothing nicer than having a light breeze under your clothes, the clothing will hold the coolness of the breeze cooling you for longer. Drink plenty of water to maintain hydration, but not freezing cold.
Believe it or not, but drinking lots of cold drinks is ok at first but it won't actually cool you down. Sit in a nice shady spot and have a cup of tea or coffee.
Wear a hat, especially if you have dark hair or very little. The heat will penetrate your head first making you feel even hotter.
I have very dark hair and I suffer terribly if I don't keep it covered up.

I always carry a spray bottle with water in it if you don't have access to a lake or anything like that. Even if the water gets warm the wetness of it helps keep you cool.

Drink plenty of water and wear a white loose fitting hat that you have doused in water. Stay in the shade.

This is going to sound crazy but it works, run VERY cold water over the underside your wrists, right where all the vains are. Like I said I know it sounds crazy, but it works.

Drink lots of water, and believe it or not, eating spicey food hleps, because it makes you sweat, and sweating cools down your body.
