This depends if you are configuring a local (LAN) network or going on the Internet (WAN). To go on the Internet, the IP address is provided by your ISP (Internet Service Provider) either on a temporary (Dynamic IP) or permanent (Static IP) basis.
In this case the IP address is unique in the world and (like your phone number) uniquely identifies your PC.

If you are connecting several PC's locally, you may use an IP range that is non-unique, since it will only provide access to YOUR PC's to each other. Typically, numbers in the range of 192.168.x.y (where the last 2 numbers can range from 0-255 each) are reserved for these local addresses.

You can also use a SOHO router (with NAT= Network Address Translation) to provide access for several locally addressed PC's to share a single ISP provided IP to the Internet.

These routers usually will act as a DHCP (Dynamic Host Control Program) Server to provide automatic IP assignment to the local side, while performing the NAT function to share the Internet IP on the other side of the router.

A simple network between 2 pc's can be made by merely attaching a cross-over cable to the Ethernet port of 2 pc's and letting Windows assign automatic default addressing! It will fabricate a number in the range 169.254.x.y for each machine, if no DHCP server is found at boot time, and if no manual address is assigned by default.

It depends on your needs and your framework. You can set up IP addresses manually or atumatically, via machine addresses or whatever. Choosing the numbers is also up to you if it is just local. But if you plan to host a website, then you'll need a static IP address for you DNS server... Look around your present network, it's always easier to build on the existing than to build an entirely new system of IP addressing...

3.In the Subnet mask box, type the subnet mask for your network.
4.In the Default gateway box, type the IP address of the computer or device on your network that connects your network to another network, or to the Internet.
5.In the Preferred DNS server box, type the IP address of the computer that resolves host names to IP addresses.
6.In the Alternate DNS server box, type the IP address of the DNS computer that you want to use if the preferred DNS server becomes unavailable.
7.Click OK. In the Local Area Connection Properties dialog box, click OK.
8.Close the Network and Dial-up Connections window.

Use DHCP its easier and you don't have to keep up with it. The DHCP server will give the computers the IP address that you set up in the DHCP pool when that pool is empty it will no longer give IP address out.

i suggest use this ip configuration for your network if you are a beginner:

IP address: 192.168.0.0 to 192.168.255.254
subnet mask : 255.255.0.0

example:
ip: 192.168.1.1
subnet: 255.255.0.0
remember every computer must have a unic ip address in above range in your local network

The IP address 192.168.1.1 is used by most ADSL modems for the configurations page. any address above this should be usable. Good luck!
