thanks for your good question. The obvious answers are on the dotted line - and of course, in Washington, D.C. What you did however was stimulate a search online for the detailed diary of Madison's life at that time, so that the precise answer might be provided - what time of day, in which office or room of which building, and who was there. Also, what did Madison say upon completing the declaration of war?
The record is out there, some place, but so far the search hasn't yielded the answer. Think I might drop by the bookstore later and dig out one of the several excellent Madison biographies to see what they have to report.
The War of 1812 is a very curious and important event in American history. The formal signing of the declaration is an American "turning point" not recognized by most people today.
Glad you asked! The next installment, if I ever find out, will be headed by an "EDIT" line so y'all know what came out of the inquiry.
