A very decent and logical question. To answer it, I'd have to say, no, there's no one out there. We need to fix our own problems instead of waiting for a diety to fix them, or to say it's all in his plan.

It begins in our mind. if you think god exists, then what is his function? f you think he is there to control life and the earthlings then you can justify everything wrong by saying, "god is a sadistic sicko who allows these things to happen and sits back and enjoys." or "it is fate, we couldn't possibly have done a thing".
now if you tink god's function was creation and creation only, then automatically you mean that wahtevr heppens is all due to our own actions. then you can't blame god.
and if god's function was creation AND destruction then lets say, the earth population HAS to decrease, why not that way?
we basically come back to everything being pre-planned.
religion is belief, belief in a particular being or substance which is greater than oneself and upon whom we have faith. so you CAN say that religion and god is just an excuse for shifting the blame to someone or something whihc we cannot control. or you can say that god does not exist.
but if you believe in god an fate, then have faith o nhim. whatevr he does will be thought of and done with a pirpose in mind.

No, Jehovah God is not a sadistic sicko. He does not enjoy watching ppl die. It grieves him deeply. He loves those who love one another. The 1st commandment was Love God and the 2nd commandment was Love Your Neighbor As You Do Yourself. These commandments were made by Jehovah. He will soon end all suffering, but for now, we are on our own. We are on our own because of a challenge made by Satan the Devil to Jehovah God. Better question..why are athiest who do not believe all consumed with God....doesnt make much sense does it? Ok plan...create an imperfect people when they screw up die to save them..when they regect even that be patient and keep reaching out to them...when evil man puts his evil on you keep reaching out to him...when he blames you for his corruption keep reaching out to him...notice a pattern here? Why do people kill? why do people not share? why are people greedy? why do people steal/ why do people kill? well lets see can we blame this on God? or do we admit that we are evil and ask God to make a difference? Do we require god to give us paradice on earth? Do we demand of God?.....Come on man think about what you are saying.
