The Housing Authority in Virginia Beach will have the most comprehensive list of landlord's who offer low income apartments, duplexes and single family homes. If you are not already approved for a Section 8 voucher, you should apply for one through the same agency. There may be a waiting list, but I'd at least apply and get myself on the list. The agency is called the Virginia Beach Housing Authority. You may find other resources as well through local homeless shelters, Salvation Army, local food banks, churches, and civic groups. These entities can help with, food, utilities, transportation, child care, medical and mental health services, should you need any of these other types of assistance. You have to put an application in because there will be a waiting list. Low income is defined for your local area. You may qualify. You have to apply and find out. They probably take some Section 8 vouchers.You could ask the construction company who the property management company is. You can also contact your city or county Housing Authority.

Go to craigslist, if you are military - go to housing on base and request information, and look through the newspaper and even call a realtor. VA Beach is pricey tho.

I assume you mean housing that is federally assisted. Call the local government in VB and ask for the number to the county housing authority. They will be able to assist you.
