Depends on the genre
Stephen King is awesome but so is Dean Koontz.
David Eddings and Jennifer Roberson do a fantastic job in the fantasy genre.
There are just too many great authors. How can anyone just pick one.

Steven King is definitely my favorite, but I'm with the Judy Blume/Dr Seuss chick. I've also very recently fallen in love with the works of Jane Austin. Roald Dahl, Louis Sachar and Beverly Cleary made me love to read in the first place. Sophie Kinsella is amazingly funny and Jack Prelutsky can only be rivaled by Shel Silverstein for my personal role model. But the bottom line is this: I read my first Steven King at age eight and I never looked back. He will always be the best in my book.

As far as technical expertise and creativity, I would say that Shakespeare is at the very least, one of the top three greatest authors of all time.
All of the plays written by Shakespeare were in iambic pentameter blank verse. Then there are the sonnets; English and Italian sonnets both must follow a strict form. To be able to write consistently and coherently in such a highly stylized form is no small feat, as anyone who has ever tried to write a sonnet can tell you. The only type of writing more difficult is a type of poem called a sestina---it is damn near IMPOSSIBLE to write a coherent sestina that adheres to form (which is why there are so very few examples of published sestina's available).
Which is not to say that Shakespeare is my favorite author--I admire his intelligence and have enough experience to read and understand his works with ease. But when it comes down to entertainment......well, Robert Jordan, Isaac Asimov, Roald Dahl, Clive Hussler, John Grishom, Robert Silverburg, Terry Goodkind, George R. R. Martin, James Michener, Gary Jennings........there are so many good authors it would be impossible for me to choose a favorite.

I don't think you can really say who the best author is. There are so many superb ones. I think that Shakespeare is, but there are people who hate his writing. I love Stephen King, J.K. Rowling, and Agatha Christie. I love Poe, Hawthorne, and James Patterson. All of them are the best to me!
