What does it mean when the same IP number is being blocked by your firewall constantly?

Depends on where the IP is coming from. If you are part of a network it may be just a request from a computer within your own network. It could be a probe from your ISP or communication from a program you are using to a server on the Internet etc. Some of these are harmless but others could be downright hostile. If you are on a broadband connection make sure you have a hardware router with a firewall in place for added protection.

It can mean a lot of things.

It could be something as bad as a possible hack, or it could just be a setting on the firewall blocking something that appears to the firewall as a threat.

Look to see if the block occurs randomly or when you go to a certain site. If it is random, it is likely to be a hacker; if it is not random it is likely to be the latter.

Blocked traffic on port 135 (?) is common because that is other Windows systems attempting normal communication. If that is what you see then don't worry about it.
