All of the Filipinos that I've met can speak English well.

Many of them are shy and that holds them back, but if they try, then they can speak well.

I am Filipina. Majority of the Filipinos speak and write English well. We do because English had always been taught to us from the moment we enter school. I do not know how you can say that it is hard to talk to us in English but if you came across a Filipino you find hard communicating to, that does not necessarily mean that we are all hard to talk to already. Never generalize. Please do not assume just based on a single experience. :)

Why, do you? Many of them have an accent just the British have accents, and so do Australians, Americans etc. I guess you gotta get used to hearing it.
