It seems that this "look" says to the world, "Hey everybody! Look at me. I'm just developmentally disabled and don't know how to dress myself." It seems to be a class marker as well.

That is clearly your opinion and you are entitled to it.
What you think looks good on you might seem really outdated to others. Who cares what fashion is out there, if people feel good in it then let it be. If it bothers you, then don't look at them.
I myself don't like it, but I remember my young days and the fashion of then and wonder why people would dress like that.
I have always been a t-shirt and jeans person, I never followed fashion.
