Web Design is a very broad subject. It is very much worth learning as a skill to have but in order to be of value in the industry you need to learn a fair bit.
Consider the page design and layout just one part of it. You will need to think about what coding langauges you wish to learn, HTML, PHP etc.
If you want to create scripts to automate things then you may need to learn Perl, ASP.
It is very rewarding to create a site and get it functioning correctly on your own accord so even if it's going to be a hobby I would say yes, give it a go.
The 'for dummies' books are great to get started.

Yes, but keep in mind that they pay is not what it used to be. Internet careers were heavily oversold and there is a surplus of "web designers" now.
Try to get involved in the back end - a lot of web designers have no idea how to deal with it, and if you can do both you are much more employable.
Back end= the server side databases, php, asp and so on.

I'm 48 years old and would recommend that you learn as early as possible! Memory is not known for improving with age. Although, after the kids are grown, focusing becomes easier. So, I'm trying to learn now. Most of the books for web design (at the library) stay checked out. I took a class and learned very little. The instructor was studying for his masters degree and our class was on our own to figure out a few basics, then the short course was over. So, if you find a better way to learn, please post back.
