Well first off, it sounds like your last minute home issues may be the result of a more concerning issue of marriage and priorities.
I think that maybe you should encourage your husband to go with you to see a marriage councilor. Because what is the use of having a beautiful home if your marriage is not as beautiful!
In the mean time.. a floating limitation hardwood floor is a very easy installation and you could find a friend who has done it before along with purchasing the materials make a date for your husband and friend to be there to install, make a lot of good food and if you have kids, get a baby sitter. The floor sits on top and looks beautiful! It only takes about half a day and your done with that project!

I have two possibilities. My sister has the money to actually hire someone to do those jobs, so she does. It makes her husband crazy to waste money when he can do the job himself, so now when she wants something done, he does it right away.
My husband and I don't have that kind of money. When I want something done, I get out my little pink toolbox with some basic tools in it (hammer, screwdriver,etc.) and start to do a job myself. He usually bites and pitches right in. I suggest I go make coffee. If he doesn't bite, I start to get a little frustrated and say, can you just hold this a minute, he can't resist and takes over. Male ego--you gotta love it. We're married 34 years. If he has ever caught on, he never mentioned it.

Sounds like a typical DIY'er. Why dont you sit down and explain that it is making you unhappy. He is only doing this to make you happy after all.
Basically he has created a project, treat it like a project. Help him.
Set milestones and goals.
He is obviously bad at orgainising his time, this is where you come in. Help him get the equipment together, diary things. Leave things out so he can hit the nail in....

I have a friend who took 3 years to finish his bathroom. Why is it his job anywhy. Is there something wrong with you? You can get a home repair book and just start working on it yourself. He will see you doing that and pitch right in. I think if you stay at it so will he.

Get a calendar and make a time line , Offer to help.Watch some HG TV together, Weekend warriors is a good one. My wife hired a small job done ,pissed me off too , so I got busy before she did it again.

start inviting lots of friends and relatives over to visit, barbeques, parties, etc.
keep doing it. tell him you're tired of waiting and you want to be more sociable.
make sure they all comment to him about the house.
especially the ones that can seem really concerned for the welfare of you both.
he'll hate it, you'll feel better.
