I don't know what kind of Ink you have on there - that could make a difference. But hair spray usually works on normal ink pens and some types of toners.
(Hopefully you haven't already washed the shirt once and are now trying something new. If you are, the other person is right - that's no longer a shirt, it's a polishing rag - unless you dye the whole shirt a new color!)

If you haven't washed it yet .Try spraying Hair Spray on the stain!
I know it sounds silly ,I was really amazed to that it really did work! Blot when done then wash ,then let it air dry this way if it isn't all gone you have a better chance to keep working on it.
If you washed it then I have seen some chemicals out there but,I am lost after that.

Take hair spray and a old tooth brush and saturate with the hairspray and scrub with the tooth brush, use some elbow grease, if this don't work rinse out in the sink with warm water, spot treat with Lestoil and wash in the washer with Lestoil.

squeeze some lemon on the ink spot and rub it . repeat this till the ink dissolves then wash it regularly in the washing machine. this way works all the time

Use cholorine, on the spot of ink, only, it will bleach it to its white color back. as in Chlorox.
