MAYBELLINE!!! I even use it on my clients, I shop ahead of time... keeping a good stock of it and let them take it home with them. Maybelline Pure Stay powder compress is the best foundation I have ever used, and I have used sooo many professional lines that cost an arm and a leg. My favorite of their products is their foundation I mentioned above... their wet shine fusion lipstick... and thier Full-n-Soft mascara (best mascara you will ever spend 5 bucks on.) I use Maybelline for everthing from Wedding partys to corrective make up... shadowing for photo shoots(using darker colors and lighter colors to make different features seem more noticeable or less noticeable.)

Check out their line... you will love it.

I am a former make- up artist, and I have frequently used many products from L' Oreal. They are a subsidiary of Lancome, but much less expensive. Shadows go on and stay on nicely, better foundations than other mass market companies. If you want a slightly higher end, try MAC or Clinique. Cheapest of the department store brands, and really nice products.

It depends on what your idea of 'cheap' is. I use Loreal and Revlon, much less expensive than some of the stuff you find in the department stores. I stay away from really 'cheap' stuff as it tends to bother my eyes.
