Cotton is a versatile plant with several factors that determine its final look and feel.
It initially starts with the where the crop is grown, the quality of the bulb and if it is harvested organically or not. From there various things such as the manufacturing, the finish, wether it's woven or knitted will change it's appearance and texture (ie: tee shirt compared to a sweater compared to denim).
An added note to the answer that mentioned sheet count: I just learned the other day that due to lack of certain regulations in some countries, companies they can mark sheets 100% egyptian cotton and it can actually be a blend of several different types of cottons or other fabrics. So do your homework first before spending the cash!

Depends on a lot of factors, whether it is woven or knitted, the weight of the yarns(thread) used, the finishing etc. Cotton can be made into many types of cloth, jersey, broadcloth, monks cloth, duck, denim, muslin, etc. All feel different.
Good observation. I am having my costuming class explore this question in the fall semester.

weight of the yarn used to make the fabric and also how it is woven together. If you look at the tread count of bed sheets for example a 75 thread per inch fabric feels totally different than a 300 count.
