In many states, women can walk around without a shirt on legally. However, women do not indulge in that because of social stigma and harrassment from men.

i wouldn't go out topless. i believe that it is right for a woman to keep her modesty!... i never wear short skirts..or low cut tops.. or expose my arms...and not because of faith but because as a mother i don't think my children would be happy with a tart as a mum!
