I recommend washing your feet with an antibacterial soap that's mild, such as hand soap. Then I recommend soaking you feet once a week with Bare Foot's foot soak and once you do that, use Kersal foot oinment/gel, use Kersal every day/night for at least one week. Kersal will smooth out your feet in at least one week for sure! Those are the things I do to my feet, and I have the softest, and smoothest feet in my entire house.

I had a similar problem. After showering before sleeping (while the skin is most absorbent), apply an over-the-counter dry skin CREAM (not lotion) and put socks on. If possible, you should wear socks 24-hours a day. After about a week of doing this every night, some of the pain should have subsided and you would be able to begin using a pumice stone. I would do this sitting under the running shower, letting the slough drain away while you were rubbing the pumice stone under the water of the shower head. Start out by rubbing each section only 5 times or so for the first 3 days, and increasing to 10 times in particular spots from the 4th day onward. Overuse of the pumice stone
can lead to sore spots! I know, because I was overzealous. When your feet become smooth and beautiful, you should make the pumice stone part of your bathing routine, twice a week; you will always have soft feet. At this point, a lotion instead of a cream will be sufficient. I hope that this works for you too.

From what it sounds like you have some type of foot fungus which you need to treat first, seeing a doctor and getting a prescription is the best way to handle this problem. Removing the peeling skin will only cause to the problem to become worse, but as a temporary solution... epson salt soaks will plump the scaly skin and it will slough off naturally, good old fashion vasoline will give you a smooth appearance for those outings when you want to wear sandals.

You could try a professional pedicure.
Avon sells a lot of stuff for that problem.
You can buy pedicure sets in any store.

Soak the feet in warm soapsuds
Smoothen the dead cells off the heels with a foot scrubber or pumice stone.
Slather on rich moisturizing cream on the feet.

have a foot spa. the thick skin should be shaved off so the cracks would heal. then use petroleum jelly or moisturizing cream on your feet and avoid wearing rubber slippers. one personal advise for maintenance, buy a sand stone and foot spa cream, do it yourself at least once or twice a week, its much cheaper than commercial foot spa.

procedure:
1. on a basin, put some lukewarm water
2. add some shampoo, fruit peeling like oranges, mix
3. soak your feet for 30 minutes
4. clean it yourself
5. apply lotion

A good regiment to soften the feet seems to be in order. At night befor you go to bed wash and dry your feet. Then put on a good foot moisturizer/lotion or even vaseline on your feet. Massage it in well and then put on some footies while you sleep. You will start to see a change in you feet texture, they will soften and the scaling will go away. You will have beautiful smooth feet.

There is a product out there called Pretty Feet, it exfoliates and makes the dead skin actually peel off of your feet -pretty cool stuff. You should be able to get it at most drug stores.
