Not every single one of them no.
But the policies and voting patterns indicate that
if the issue even gives the appearance of
social justice or promoting racial equality.
more often than not Neo Cons, will see it as a negative agenda made to create reverse discrimantion or a quota system.
Both of which are niether true on fact or principle.
I can't genrarlize but if the civil rights act were voted on today....it would not be a stretch for the Neo Cons to vote it down.*
PS NEO CON is the correct phrase, as the old conservative movement as intellecutally created by Peter Viereck and later reiterated William F. Buckley no longer fits the political actions and goals of the current political/social culture in power.

I'm not sure what a neocon is.I am a conservative and the only ones I have noticed being racist is the Democrats.
Senator Bird was an Imperial Wizard in the KKK.
Bush has in his cabinet more diversity than any other President in history.

Quite the opposite. Since the Liberals believe that minorities are not capable of taking care of themselves and expect the "Nanny State" to do it instead, I'd say they are the racists. Conservatives believe all people, regardless of race, have equal abilities to succeed and that the government should just get out of the way and let them do it.

Sure - that's why they are refusing to vote on renewing Voting Rights Act of 1965?
Actually it's not. Since we liberals only read the headlines anyway, the press can make us believe anything they want.
It's another great way to lie and still score points with the lazy folks on the left.
